Conclusion
The two branches are certainly related (page 2), probably because Charles (1764-1824) and Ange Alexandre (1775-1841) were cousins.

This implies that the father of Charles was the brother of Philippus Jacobus Athanasius (1727-1776), father of Ange Alexandre.
